Carey Island: Selangor’s third port and industrial hub
- The Cabinet decided on 11 March 2026 that Selangor will lead Port Klang’s third terminal on Carey Island; the Transport Minister says it will be built in phases over up to 20 years.
- SD Guthrie, which owns 28,646 acres or 79% of the island, has signed three deals since June 2025: up to 2,000 acres with Sime Darby Property, about 470 acres with PNSB and 2,500 to 5,000 acres with MBI Selangor.
- A draft amendment to the Kuala Langat Local Plan 2030 marks most of the island for industry-led mixed development; as of 11 October 2026 Selangor was still waiting for the port licence.
Carey Island, the oil palm island south of Port Klang in Kuala Langat district, is set to become Port Klang's third terminal and a port-industrial zone. The federal Cabinet decided on 11 March 2026 that Selangor will lead the port, which the Transport Minister says will be built in phases over up to 20 years. SD Guthrie Bhd, which owns most of the island, has signed three deals since June 2025 to open thousands of acres of it to industry, logistics and other uses. As of 11 October 2026, Selangor was still waiting for the Transport Ministry's port licence before breaking ground.

- The island: SD Guthrie owns 28,646 acres, which it says is 79% of Carey Island. It runs two estates, palm oil mills, a kernel crushing plant, a biodiesel plant and its research and robotics centre there
- The port: Port Klang Terminal 3, to be built by a Selangor-led company with private partners on a build-operate-transfer basis. Selangor identified 1,699.68 hectares for it in September 2025. No licence, operator or start date had been announced by 11 October
- The land deals: up to 2,000 acres with Sime Darby Property for industry and logistics (June 2025), about 470 acres for an education-technology park and food security hub with Permodalan Negeri Selangor (July 2025), and 2,500 to 5,000 acres to be planned with Menteri Besar Selangor (Incorporated) inside a Carey Island special economic zone (February 2026)
- The zoning: a draft amendment to the Kuala Langat Local Plan 2030 marks most of the island for mixed development led by industry, keeps the north for agriculture and places the proposed port off the south-west coast
- The scale of Port Klang: about 15.1 million TEUs (twenty-foot container units) a year today, about 28 to 29 million once Westports' phase 2 is finished, against up to 65 million planned for Singapore's Tuas port
The port
- The decision: on 11 March 2026 the Cabinet approved the Transport Ministry's paper and Selangor's application to lead Port Klang's third terminal on Carey Island. Selangor will set up a special purpose company with private firms to build and run it, and the ministry stays as regulator
- The timetable: Transport Minister Anthony Loke said on 8 July 2026 that the port would be built in phases over up to 20 years, and that land issues were still being settled with Selangor
- The licence: two days later Menteri Besar Amirudin Shari said Selangor could break ground as early as September once the ministry issued the port licence, that land matters were largely settled and that full operation could take at least a decade. Several parties have shown interest in running it, including MMC Corp, which owns Northport, and a state company will hold a stake
- Conditions: in December 2025 Prime Minister Anwar Ibrahim said the federal and Selangor governments had agreed to proceed, provided the rights of the Orang Asli, local residents, coastal fishermen and the ecosystem are protected
SD Guthrie's three deals
- With Sime Darby Property, 20 June 2025: a joint venture to develop up to 2,000 acres as an industrial and logistics hub, through a new company whose chairman will be nominated by Permodalan Nasional Bhd (PNB), which has stakes in both. The talks began in 2023
- With Permodalan Negeri Selangor (PNSB), 8 July 2025: a memorandum to study an education-technology park and food security hub on about 470 acres of SD Guthrie land, part of a 1,766-acre master plan beside 1,296 acres owned by Yayasan Selangor. PNSB signed separate memoranda with IJM Corp and Yayasan Selangor the same day
- With Menteri Besar Selangor (Incorporated), 26 February 2026: a memorandum to carry out feasibility studies and master planning for at least 2,500 acres of Carey Island Estate, possibly up to 5,000, as part of the Carey Island Port and a Carey Island special economic zone
- What stays: SD Guthrie says the plantation will continue alongside the new uses, with 14 heritage-listed buildings, a biodiversity park, mangroves and the Mah Meri Orang Asli community on the island
Planning and incentives
- The local plan: according to an EdgeProp column by Alistair LaBrooy of AREA Group, which develops land in the district, Draft Amendment 3 of the Kuala Langat Local Plan 2030 changes the land use of 601 lots covering 37,073.70 acres across the district, with Carey Island making up almost half of the changes. Selangor's planning department has endorsed it and it awaits state approval for gazettement, the column says
- The draft zones: the plan's map shows three mixed-development zones (90% or 80% industry), an agricultural zone in the north and pockets kept for the Orang Asli villages of Sungai Kurau, Sungai Judah, Sungai Rambai, Kepau Laut and Bumbun
- IDRISS: Carey Island Port and the Carey Island special economic zone are two of nine flagship projects in Selangor's Integrated Development Region in South Selangor, which covers 16,369.58 acres in Kuala Langat and Sepang with an estimated development value of RM57.7 billion. Its incentives, which run to 31 December 2029, include a special land premium scheme, interest-free instalments on development charges, a 50% cut in assessment on vacant land and empty buildings for two years, and five years without business licence fees
Getting there
The South Klang Valley Expressway (SKVE) already crosses the island, linking it to Pulau Indah and Westports on one side and to the North–South Expressway on the other. The draft local plan also maps proposed new main roads, bridges, a rail line towards Westports and an LRT extension.
