Penang Science Park, Bukit Minyak — Penang
Penang Science Park (PSP) is the Penang Development Corporation's flagship high-technology industrial park on the Penang mainland. It sits at Bukit Minyak in Seberang Perai Tengah (Mukim 13, also known as Bandar Bukit Minyak), and a short drive from Batu Kawan, with a 14100 Simpang Ampat postal address. Covering roughly 415 acres, the park was planned for a different class of occupier than the older estates around it — high-tech manufacturing, R&D-driven plants and biotech — and it includes a dedicated Halal Food Zone for food manufacturers. Streets inside the original park carry Lorong Perindustrian Bukit Minyak numbers (the teens and twenties), while the newer Penang Science Park North (PSPN) extension uses Lorong PSPN addresses. A third phase, Penang Science Park South (about 70 hectares in Seberang Perai Selatan), is one of three new PDC parks being developed between 2022 and 2031.
The tenant list reads like a who's who of Penang's newest wave of investment. TTM Technologies opened its 27-acre multilayer PCB plant here in April 2024 — its first in Southeast Asia — and Ibiden Electronics Malaysia (IC package substrates), BYD Electronics and Enovix (next-generation silicon-anode batteries, built with YBS International and opened in August 2024) all operate in the park. Penang Science Park North has drawn Sweden's SIBS, Switzerland's LEM, Taiwan's Elite Material (copper-clad laminates), Oxford Innotech and NSW Automation, while Paramit, Grand Venture Technology, Agility Logistics, 99 Speed Mart's regional distribution centre and Federal Oats Mills' RM135 million oat mill round out a base that spans PCB and substrates, semiconductor supporting and automation, batteries, medical devices, EMS, food and logistics.
Location is the other half of the story. The park sits between Bukit Minyak and Batu Kawan in the middle of Penang's fastest-growing industrial corridor, with the North–South Expressway's Bukit Tambun interchange minutes away via the PDC-built Jalan PSPN 2 link road, the Second Penang Bridge about 12 km away and Penang Port, Penang Bridge and Penang International Airport all within 25–40 minutes. Labour comes from Bukit Mertajam, Simpang Ampat, Batu Kawan and Bandar Cassia, Nibong Tebal and Kulim, and PDC has added a 684-unit workers' hostel inside Penang Science Park North to house up to 12,313 workers.
Market Position
Penang Science Park is the premium end of the mainland industrial market. Compared with the older Bukit Minyak Industrial Park next door, plots are larger (many detached factories sit on 1.5 to 2.5 acres), buildings are newer and higher-spec, and the occupier profile is dominated by multinational high-tech manufacturers. New land is allocated by PDC only to approved manufacturing projects, on leasehold terms and at a published price (currently RM 70 per square foot), so most transactions on the open market involve purpose-built detached factories — often built by local landlords and leased to multinationals, which is how Enovix's Fab2 came about with YBS International.
Demand has been driven by the PCB and substrate cluster (TTM, Ibiden, Elite Material), the electrification and battery story (Enovix, BYD) and the general spill-over from Batu Kawan, and supply is being expanded through Penang Science Park North and the upcoming Penang Science Park South. Well-specified detached factories in the park tend to lease quickly to multinational tenants, which makes Penang Science Park one of the more sought-after addresses for investors building factories to let on the Penang mainland.

Yes — it is a PDC-controlled park, and the control works through PDC's land conditions rather than a published list of banned trades. Every plot is sold for the specific manufacturing purpose stated in the buyer's application and approved by PDC and the relevant authorities; a factory must be built within two years of the transfer; and the land cannot be sold, transferred, sub-divided, leased or sub-let without PDC's prior written consent. On top of that, every project needs Department of Environment clearance under the DOE's siting and zoning guidelines, which is what keeps heavy and polluting industries out. In practice the park was planned as a high-technology, knowledge-based park and the existing occupiers are clean-to-medium manufacturers — PCB and substrate fabrication, electronics, batteries, precision engineering, medical devices, halal food processing and logistics. Confirm the permitted use, express conditions and DOE requirements for a specific lot with PDC and MBSP before buying or leasing.
Where is Penang Science Park and how is the access?

The North–South Expressway's Bukit Tambun interchange is a few minutes away via the Jalan PSPN 2 link road, the Second Penang Bridge is about 12 km away through Batu Kawan, the Penang Bridge roughly 20 km via Juru and Perai, Penang Port in Butterworth about 24 km, George Town about 28 km and Penang International Airport about 36 km via the Second Bridge. As a PDC-developed park, the road, drainage and utility backbone was laid to a high standard: 11 kV TNB supply with 33 kV or 132 kV connections available for larger plants, underground water mains, wide concrete roadside drains for flood protection, fibre-optic telecommunications and a 30-metre-wide three-lane dual carriageway link road (Jalan PSPN 2) connecting the park to the Bukit Tambun toll plaza. Gas Malaysia's mainland piped-gas network serves the Bukit Minyak area, but confirm availability for a specific plot with Gas Malaysia before committing. Inside the park there is a five-block workers' hostel in Penang Science Park North (684 units, capacity 12,313 workers, with canteen, surau, shops and bus bay), a 99 Speed Mart regional distribution centre and the Halal Food Zone. Bukit Minyak town and Taman Bukit Minyak, a few minutes north, cover daily needs — food, banks, petrol stations and workshops. Bukit Mertajam and Alma (about 10 km) offer AEON Mall Bukit Mertajam, KPJ Penang Specialist Hospital and Bukit Mertajam Hospital, while Batu Kawan and Bandar Cassia (about 10 km) add IKEA, Design Village outlet mall, new housing and UOW Malaysia KDU Penang's university campus. Simpang Ampat town and its KTM station are about 6 km east.
Are properties in Penang Science Park freehold or leasehold?
Leasehold. Penang Science Park is PDC land, which is typically alienated on 60-year leasehold titles with conditions attached — the land must be used for the approved industrial purpose and PDC's consent is normally required before a plot can be transferred or sub-let. Always check the remaining lease and the express conditions on the individual title before buying.
Can I buy land directly from PDC in Penang Science Park?
Yes, if you are a manufacturer with an approved project. PDC's Industrial Division allocates plots in Penang Science Park and Penang Science Park North to qualifying companies at a published land price — RM 70 per square foot as at PDC's November 2024 price list — subject to application and approval. The applicant company needs paid-up capital of at least RM 200,000, must build within two years of the transfer, and takes the land subject to PDC's conditions on use and resale. The Halal Food Zone is reserved for halal-certified food manufacturers. Investors and companies that do not qualify, or who need a building immediately, buy or lease existing factories on the secondary market instead — and even those resale deals need PDC's consent.
How competitive is industrial pricing and rental in Penang Science Park?
Penang Science Park is priced above Bukit Minyak Industrial Park but still well below island locations like Bayan Lepas. Rates vary with tenure, building age, specification and plot size. Contact a local industrial agent for current market rates and available inventory. As at year 2026, PDC's published price for new industrial land in Penang Science Park and Penang Science Park North is RM 70 per square foot (leasehold, approved manufacturers only). On the secondary market, purpose-built detached factories on 1.5 – 2 acre plots are asking roughly RM 375 – 650 per square foot on built-up (about RM 195 – 340 per square foot on land area), and rental rates are around RM 1.80 – 3.50 per square foot on built-up depending on age and specification.
